The PCN Operations Director is a senior operationalleadership role responsible for the day-to-day management, governance, andassurance of the Primary Care Network, reporting to the Board and commissionersand stakeholders. Operating as alimited company, we balance robust business management with healthcareexcellence.Job responsibilitiesGovernance, Assurance and Risk ManagementLead and maintain the PCNs governance framework,ensuring compliance with NHS England, ICB, and company requirementsAct as lead manager for corporate governance, includingpolicies, procedures, risk registers, and assurance reportingOversee, maintain, and proactively review the PCNscomplaints and incidents inbox, ensuring timely investigation, coordination ofresponses, identification of themes or risks, and escalation of significantissues to the Clinical Director and PCN BoardEnsure appropriate information governance, GDPRcompliance, and data protection arrangements are in placeCoordinate annual reviews of PCN policies, SOPs, andgovernance documentationSupport internal and external audits and ensure actionsare tracked and deliveredBoard and Executive SupportAct as board coordinator to the PCN Board, planningagendas, and recording accurate minutesEnsure timely reporting to the Board on performance,risks, finance, workforce, and contractual complianceSupport the Clinical Director with governance advice andoperational briefingsEnsure Board decisions are implemented, tracked, andreviewedManage relationships with external advisors whererequired (e.g. accountants, HR, legal)CQC and Regulatory ComplianceAct as PCN lead for CQC readiness, supporting memberpractices with system-wide assuranceCoordinate PCN-level responses to CQC inspections,actions, and improvement plansSupport practices to align governance arrangements andevidence consistent standards across the networkDES Contracts and Contractual ManagementLead on the review, implementation, and ongoingmanagement of the PCN DES ContractEnsure all DES requirements, service specifications, andreporting deadlines are metOversee enhanced services, including claims validation,performance monitoring, and assuranceMaintain accurate records of contractual obligations andensure compliance across all member practicesAct as the main point of contact for the ICB regardingPCN contractual mattersOperational Management and Service DeliveryProvide operational oversight of PCN-funded services andprogrammesEnsure effective planning, coordination, and delivery ofPCN initiativesMonitor performance against key operational andcontractual KPIsResolve operational issues proactively and escalate where appropriateEstates and Facilities ManagementLead on PCN estates oversight, working with practices toensure premises are safe, compliant, and fit for purposeCoordinate estates-related risks, health & safetycompliance, and statutory requirementsAct as liaison with landlords, estates teams, andexternal providers where requiredEnsure estates considerations are reflected in serviceplanning and workforce deploymentFinancial and Resource ManagementWork closely with finance support to oversee PCN budgets,including ARRS and DES fundingEnsure accurate financial reporting, claims submissions,and audit trailsMonitor expenditure against budget and identify financialrisks or opportunitiesSupport the development of business cases and fundingbidsEnsure value for money and appropriate use of publicfundsHave an understanding of accounting software (e.g. Quickbooks)Oversee necessary invoicing for any services or projectsdeliveredPerson SpecificationHighly organised with strong attention to detailConfident operating at Board and executive levelStrong understanding of NHS governance and accountabilityAbility to balance operational delivery with assurance and complianceCredible, calm, and professional under pressureTreats all staff with fairness, dignity, and respect, regardless of role or backgroundExperienceSenior operational managementStrong experience of governance, risk management, and assuranceExperience supporting Boards or senior leadership teamsSenior operational management within NHS primary care, PCN, or wider healthcareWorking knowledge of CQC frameworks and regulatory complianceExperience managing NHS contracts, DES, or enhanced servicesExperience of estates or facilities management in a healthcare settingExperience working within a limited company or formal corporate structureProject or programme management experienceDisclosure and Barring Service CheckThis post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions.£65,000 to £75,000 a yearDepending on experience
